Paper invoices or invoices created using Word and Excel will soon be a thing of the past: With the planned Growth Opportunities Act, electronic invoicing will dominate business life in the future. This transition aims to promote growth and innovation, as well as simplify tax processes for businesses. Characteristics of e-Invoices

Specific requirements, enshrined in the Growth Opportunities Act, apply to so-called e-invoices. An e-invoice is defined as an invoice that is structured and issued, transmitted, and received electronically. This makes it possible to process it electronically as well. A prerequisite for this is that the invoice complies with the European standard for electronic invoicing (CEN Standard EN 16931). Additional country-specific requirements may also exist, which must likewise be met.

What makes an e-invoice special? All the content of this invoice is presented in a structured, machine-readable data set and can therefore be processed automatically. This avoids media breaks—that is, the transfer of data from one medium (e.g., paper) to another (e.g., PDF). Data processing for an e-invoice is therefore significantly faster and involves fewer hurdles.

Due to these requirements, for example, an invoice sent as a PDF file with its own custom structure does not qualify as an electronic invoice. To legally comply with the specified format, programs like Word or Excel will no longer suffice. However, such invoices can be created using appropriate invoicing software.

Additional required information includes the name and address of the invoice issuer and recipient, the invoice date, the quantities and type of services or goods, the sequential invoice number, and, of course, the invoice amount including sales tax. However, this information is already familiar from previous invoicing practices and will be carried over.

Further Legal Regulations

If the Growth Opportunities Act comes into effect as currently planned, starting in 2025, companies that wish to claim input tax credits must issue e-invoices to one another. To ease the transition to the new law, however, there are still a few exceptions. For B2B transactions, non-electronic invoices may also be issued until the end of 2025. If the invoice does not yet comply with the specified format, this is not a problem during this period. However, this applies only if the invoice recipient expressly agrees to the non-e-invoice-compliant format.

Benefits and Opportunities of e-Invoicing

Even though the law may sound like it involves extra work and complicated regulations at first glance, it actually simplifies things in many ways. Paper invoices take up a lot of space and require a great deal of manual effort. With e-invoices, on the other hand, key data can be easily transferred into an accounting system. This saves companies from having to maintain endless rows of filing cabinets and helps them transfer the necessary figures as quickly and accurately as possible.

The savings from eliminating the printers—which are necessary for paper invoices—and the ever-rising cost of paper can also significantly ease the strain on a company’s budget. Additionally, companies are taking a more environmentally friendly approach.

Once sent and received e-invoices are clearly organized, they can also be found and sorted much more easily. If invoices are transmitted electronically rather than manually, they reach recipients significantly faster. This enables much faster payment processing.

Challenges for Businesses

Reliable technologies are particularly important for a company when creating electronic invoices. These technologies allow companies to generate not only standard PDFs but also valid e-invoices. This is achieved using the “ZUGFeRD” or “XRechnung” e-invoice formats, which are included in the software.

A qualified digital signature can also ensure the authenticity of the e-invoice. It must also be ensured that the data is stored securely and that no data leaks are possible. Only in this way can the invoices remain confidential.

To issue electronic invoices in compliance with the law, knowledge of the current regulations is required. To ensure this among a company’s employees, further education or training may be necessary. Who Is Not Affected by the Law

If a company issues small-amount invoices with a gross amount of less than 250 euros, electronic invoicing is not mandatory. Certain tax-exempt transactions are also exempt from the e-invoicing regulation. These invoices may continue to be created and transmitted, for example, as PDF documents or in paper format. Invoices to end consumers are also exempt.

Impact on the Future

If the introduction of e-invoicing is implemented as planned, this will mean that companies will have to overhaul their accounting systems. They will need to invest time and money to integrate this type of invoicing into the daily workflows of all employees.

In the long term, however, electronic invoices will lead to financial savings, simplify invoice processing, and result in faster overall processes. This will help further minimize human error, and the environment will also benefit from potential material savings.
